Raise the HMS Victory?

Last February, Odyssey Marine Exploration announced that it had discovered what was believed to be the HMS Victory which sank in 1744 off Alderney in the English Channel.   Last month the wreck was confirmed to be HMS Victory and Odyssey Marine  dropped its claim to the wreck, conceding that it is “Sovereign-immune vessel” and thus property of the English government.   Now the salvor  has put forward a proposal to raise the wreck of the HMS Victory arguing that the wreck is at risk of destruction by the nets of fishing trawlers.
