US Navy Relieves Officers on Two Ships over “Fraternization”

The US Navy has removed the Commanding Officer, Cmdr. Paul Marquis, and Command Master Chief Timothy Youell from the destroyer James E. Williams after nine members of the ship’s crew were punished for fraternization.  At least one crew member is facing criminal charges for sexual assault and a second sexual assault charge is under investigation.

On the dock landing ship Fort McHenry, the Navy also relieved  Cmdr. Christopher M. Stopyra and Lt. Cmdr. Brian P. Goldschmidt.  An investigation found that Cmdr. Stopyra had fraternized with a subordinate on the ship and that Lt. Cmdr. Goldschmidt was aware of the allegations but failed to take appropriate action.
